Create a notify adapter backed by PostgreSQL LISTEN/NOTIFY.
PostgreSQL has no native counter primitive suitable for atomic wake-fan-out
gating, so provideWakeHint/consumeWakeHint are no-ops here — every
listener wakes on every notification, and the database handles contention.
